The Office for Cooperation with NGOs organised a public discussion on drafting of the new National Strategy for Creating an Enabling Environment for the Development of Civil Society for the period 2012 – 2016. The public discussion was held at the Croatian Union for Technical Culture on the 29th of June 2011. The making of the new Strategy started during the NGO days in Pula in late May 2011, held under the title “Civil Society in Croatia 2016 - Vision, Strategy and Action. The main question in the discussion was how to make the process of Strategy making the most transparent possible, with the accent on two important topics:
· structure and content of the new Strategy
· timeline and calendar of the activities and working methods
The participants agreed that the new Strategy has to be made up as a unified document including an adjacent implementation plan. It has to have a revised structure and clearly defined aims, measures, deadlines and indicators of efficiency in implementation, as well as the financial resources in terms of financial capacity for implementing measures. The general deadline for the first draft and the start of public consultation is October 1st, 2011, while the final draft is expected to be put up for adoption in the beginning of 2012.
