ESF

European Social Fund (ESF), as one of the EU Structural and Investment funds, is one of the most important sources of CSOs' funding. 

Along with the contribution to economic, social and territorial cohesion, ESF is the main EU financial instrument for investment in people. Using this fund, European citizens' opportunities for employment will be raised, the Fund promotes better education and enhances the conditions of the most deprived persons on the edge of poverty. The ESF main thematic objectives are fostering employment and supporting labour force mobility, promoting social inclusion and fight against poverty, investment in education, skills and lifelong learning as well as raising the capacites of institutions and of public administration effectiveness.

Government Office for Cooperation with NGOs, as body accredited for implementation of the Operational Programme "Human Resources Development 2007-2013" (HRD OP), that is for implementation of European Social Fund operations, on 21 July 2014 published two Calls for Proposals – grant schemes:

"Capacity Building of the Civil Society Organizations Active in the Field of Social Service Delivery" 

"Micro projects of support to the innovative activities of small CSOs for local development"

Both Calls are being implemented in the frame of Priority Axis 5, Measure 5.2 "Strengthening the role of NGO’s for socio-economic growth and democratic development" of HRD OP,
 
On 22 December 2014, 30 projects were awarded with the contract within the grant scheme "Capacity Building of the Civil Society Organizations Active in the Field of Social Service Delivery".
List of the contracted projects can be found here. On 27 February 2015 one additional project was awarded with the contract. 
 
On 22 December 2014 40 projects were awarded with the contract under the grant scheme "Micro projects of support to the innovative activities of small CSOs for local development". List of the contracted projects can be found here.
 
Government Office for Cooperation with NGOs also took part in the programming process of ESF investment priorities in the new programming period 2014-2020, that is Operational Programme "Efficient Human Resources", within which funds from the priorities "High Employment and Labour Mobility", "Social Inclusion", "Education and Lifelong Learning" and "Good Governance" will be available for CSOs' projects.
 
Following the Regulation on bodies in the Management and Control system of the European Social Fund, European Regional Development Fund and Cohesion Fund (OG, 107/2014), Government Office for Cooperation with NGOs has been delegated as one of the bodies in the Management and Control system of the "Efficient Human Resources" Operational Programme, within Priority Axis Smart Administration, Investment Priority "Capacity building for all stakeholders delivering education, lifelong learning, training and employment and social policies, including through sectoral and territorial pacts to mobilise for reform at the national, regional and local levels".
